The Harlan Community Engagement Project took place during the summer of 2017. Researcher Carrie Billett met with and interviewed over 250 community members from across Southeast Kentucky. One of the primary goals of this project was to get community input on a project plan for the former Belk Building in downtown Harlan. The building was donated to Harlan Community Foundation/COAP. Several community organizations expressed interest in reinventing this space. Some of the proposed uses for the building included event space, small business incubator, or art school. In order to get feedback from the community, Carrie met with business owners, community leaders, teachers, parents, children, and more.
